There are ten pages of names, a cover sheet, and a cover letter. The cover letter for this list bears the stamp of the Interior Ministry's Ruse district police and is signed by a St. Simeonov as the Delegate to the Consistory of the Jewish Community in Ruse. The 374 men named on the list were assigned to temporarily stay in Ruse pending "resettlement", but none of them were actually present in Ruse when the list was compiled and submitted. That is, it appears that the Ruse authorities were expecting the arrival of these men, and were reporting the men's current whereabouts to the Commissariat of Jewish Affairs. Most of the men were serving with Jewish forced labor battalions, the location of which is given for each man. A few of the men were jailed or interned at Somovit, and one is listed as in Palestine. One man is noted whereabouts unknown. The residential addresses in Sofia are also given for each man.
