The list was submitted to the Commissariat of Jewish Affairs in Sofia, by V. Borachev, delegate of the Commissariat in Nova Zagora. There is only one man on the list, Yakob Avram Isak, sent to Nova Zagora on a temporary basis to await deportation pursuant to the Commissariat's expropriation and extermination program. Although the title of the list correctly identifies Isak as a (former) resident of Klokotinitsa #11 in Kazanluk, a column heading in the list mistakenly reads "Address in Sofia". The Jews of Kazanluk were in fact given priority for deportation and extermination by the Bulgarian government, along with those of Sofia.
